Larsen & Toubro (L&T) has entered into a Framework Cooperation Agreement (FCA) with Dutch-German transmission system operator TenneT for a 2 GW offshore wind programme, strengthening the Indian engineering major’s position in Europe’s renewable energy infrastructure market.

The agreement, signed by L&T in consortium with Hitachi Energy, covers six projects in principle as well as future opportunities under TenneT’s large-scale high-voltage direct current (HVDC) programme. The initiative is aimed at integrating offshore renewable power into European electricity grids and supporting the region’s decarbonisation efforts.

As part of the framework, the consortium will continue work on the IJmuiden Ver Alpha and Nederwiek 1 projects in the Netherlands. It will also commence two additional projects — Nederwiek 3 in the Netherlands and LanWin 5 in Germany.

Together, the projects represent 8 GW of cumulative transmission capacity operating at 525 kV. The infrastructure will facilitate the transmission of renewable electricity generated in the Dutch and German sectors of the North Sea to onshore power grids.

Under the engineering, procurement, construction and installation scope, L&T will be responsible for the offshore converter platforms and associated infrastructure. Hitachi Energy will provide its HVDC Light technology for power conversion and transmission.

The agreement combines L&T’s offshore engineering and project execution capabilities with Hitachi Energy’s power transmission technology. The partnership is expected to support the development of reliable HVDC infrastructure required to connect large volumes of offshore renewable generation to Europe’s electricity networks.

L&T’s offshore wind capabilities are supported by engineering expertise in India and Sharjah, strategic international partnerships, a supply-chain ecosystem and modular fabrication facilities at Kattupalli, India. These capabilities are designed to support the delivery of complex offshore structures for large-scale renewable energy projects.

The TenneT framework further expands L&T’s international renewable energy footprint and highlights the growing importance of HVDC transmission infrastructure in enabling offshore wind development and Europe’s clean energy transition.
