Panaji — The Government of Goa has introduced a revised Rooftop Solar Policy for 2023–2026, offering free rooftop solar installations of up to 5 kW for eligible low-consumption households, expanded subsidies for residential and group-housing consumers up to 500 kWp, and streamlined net-metering provisions under a unified solar-installation framework aimed at accelerating the state’s transition to clean energy. The policy is implemented through GEDA to increase rooftop solar adoption across homes, societies, and commercial establishments and institutions while ensuring simplified procedures and first-come-first-served allocation under a capped financial outlay.

Under the new policy, individual residential consumers whose monthly consumption for the previous 12 months has been 400 units or less, and who have never defaulted on bill payments, get a fully government-funded rooftop solar system up to 5 kW. Systems for all other individual residential consumers have subsidy support, from 1 kWp up to 30 kWp. Group housing societies and resident welfare associations can install up to 500 kWp on their rooftop with state-supported financial assistance. Commercial, institutional, and other approved categories can install rooftop systems ranging from 1 kWp to 90 kWp, with subsidy benefits aligned to central and state norms.

The scheme is applicable only for grid-connected rooftop solar installations under net-metering, group-net-metering or virtual-net-metering arrangements. Applications shall be received through the designated GEDA online portal, which carries out vendor empanelment, system verification and approval; hence, consumers can apply without additional procedural burdens. The total financial allocation for the scheme is kept at approximately ₹ 36.5 crore, and applications shall be approved until the budgeted capacity is exhausted, with a targeted additional rooftop solar deployment of around 20 MW during the policy period.

With this policy, Goa is aiming to bring down the cost of electricity for its consumers, reduce the dependence on imported electricity, and achieve more clean-energy capacity across households, institutions and private establishments. The government expects the initiative to significantly boost renewable-energy adoption while enabling thousands of Goan consumers to access solar power through subsidised or fully funded rooftop systems.
