The Goa Electricity Department has issued a tender for companies to build and operate a new solar power installation of about 5.1 megawatts, comprising a 5 MW ground-mounted plant and a 100 kW rooftop system at the Goa Engineering College in Ponda, with bids due by March 10 and opening set for March 12, 2026.
The estimated cost of the project is ₹311.48 million (around $3.42 million), and interested bidders must pay an earnest money deposit of ₹4.14 million and a tender fee of ₹1,500. The successful bidder will be required to provide performance security equal to 5 % of the work order value and a security deposit of 2.5 %.
The solar facility will be installed on roughly 55,000–60,000 square meters of land made available by the college and will connect to the grid at 33 kV through an ABT meter, with power evacuated via about 1.5 km of underground cable. The scope covers engineering, supply and installation of solar panels and electrical equipment, protection and metering systems, civil works, and evacuation infrastructure, along with a ten-year comprehensive operation and maintenance contract.
Work is expected to be completed within 12 months from 15 days after the work order is issued. Companies bidding must have relevant experience completing similar solar projects in the past seven years and meet financial criteria, including a minimum annual turnover and liquid assets relative to the project cost. They must also be registered with the Goa Energy Development Agency and hold a valid electrical contractor licence for 33 kV or above in Goa.
Contractors will face penalties if they under-deliver on power output, and must fix any defects discovered during a 24-month guarantee period at their own expense.
