Haryana Power Regulator Greenlights Processes to Enable Green Energy Open Access

As a step towards improving the integration of renewable energy into the electricity grid in the state, the Haryana Electricity Regulatory Commission (HERC) has approved rules with a set of detailed procedures in connection with green energy open access and connection with the transmission and distribution system based on a petition by the State Load Dispatch Centre of Haryana Vidyut Prasaran Nigam.
The order given by the Commission on November 29, 2023, confirms these draft procedures for providing green energy open access and connectivity with intra-state transmission and distribution systems in accordance with the HERC (Green Energy Open Access) Regulations of 2023. The draft procedures have been formulated based on guidelines provided by the Grid Controller of India, after consultation with power utilities and other stakeholders such as distribution companies, and other green energy authorities.
In the course of this consideration, issues were raised by solar companies concerning possible effects on their projects. However, it can be noted that the Commission considered a wide consultation in formulating these procedures. As such, if these procedures were further subjected to consultation, this might delay implementation of this law.
Apart from approving the procedures for open access and connectivity, HERC has accepted a banking framework and a model banking agreement proffered by the Distribution Utilities. The banking framework will aid in the implementation of open access rules in addition to ensuring a smooth passage of renewable energy into the state electricity grid. The approved protocols will come into effect immediately from the date of the order passed by the Commission and represent an important milestone in the state of Haryana’s efforts in facilitating access for both renewable energy producers and consumers.
