India Sees Strong Surge in Solar Open-Access Installations in Q2 2025, Five States Dominate

India added around 2.6 GW of solar open-access capacity in the second quarter of 2025 – up nearly 143% from the 1.1 GW added in Q1, and a 60.1% year-on-year increase from more than 1.7 GW in Q2 2024, according to the sources. This has been driven by a race among developers to commission projects ahead of a June 2025 cut-off when a waiver on interstate transmission system charges comes in, forcing many to bring projects online, sometimes partially just to qualify.

Most of the new capacity was concentrated in five states: Maharashtra, Karnataka, Rajasthan, Gujarat, and Tamil Nadu; together, they contributed a little more than 86% of the total new installations in Q2.Of that, Maharashtra accounted for the most additions, at 30.3% of Q2’s open-access capacity, followed by Karnataka at 20.7%, Rajasthan at 19.6%, Gujarat at 10.2%, and Tamil Nadu at 5.7% Beyond the quarter’s gains, the country’s cumulative installed solar open-access capacity was approximately 24.6 GW as of June 2025. Much of this recent momentum is attributed, according to analysts, to the upcoming removal of the waiver on the ISTS charge. “The rush to beat the June deadline drove many developers to accelerate commissioning,” the report notes, reflecting how regulatory incentives and their sunset continue to shape the pace of clean-energy deployment in India.
