India’s CEL Seeks Solar Project Builders to Strengthen Renewable Growth

Central Electronics Limited (CEL), a government-owned enterprise under India’s Ministry of Science & Technology, has issued an open call inviting Engineering, Procurement and Construction (EPC) companies to register for carrying out a variety of solar energy projects across the country. The move is aimed at building a reliable pool of qualified contractors to support the execution of solar power plants and related systems, helping India expand its clean energy infrastructure.

Under the notice inviting Expression of Interest (EOI), CEL will empanel contractors with the financial capacity and technical experience needed to handle solar installations that include large-scale solar power plants, solar street lights, residential solar systems and solar water pumps. The empanelment process will remain open until March 31, 2026, with monthly assessments of applications received. 

Applicants will be placed into three categories  A, B and C based on their average annual turnover and track record in executing solar EPC work over the past three financial years. Category A requires firms to have an average turnover of at least ₹100 crore and more than 10 MWp of completed solar projects, while Categories B and C have progressively lower turnover and experience thresholds. CEL will assign the final classification based on the lowest of the two criteria achieved by a bidder. Contractors selected through the empanelment process will be eligible to participate in future limited tender calls from CEL, although inclusion does not guarantee a direct work order. Higher-ranked firms may bid for contracts across their own and lower categories. Empaneled companies are expected to manage all aspects of project delivery, including site surveys, design and engineering, supply of materials, installation, testing and commissioning, and ensuring performance during warranty and maintenance phases. 

To apply, firms must submit relevant financial documents such as audited balance sheets, income tax returns, and certificates from previously completed solar work, along with a valid ISO 9001:2015 quality management certification. CEL says the empanelment will initially be valid for one year, with the possibility of renewal based on contractor performance. A non-refundable application fee of ₹59,000 is required, and all submissions must be made through the government’s e-procurement portal.This initiative is expected to draw greater participation from experienced solar contractors, bolster India’s efforts to meet renewable energy targets and contribute to faster deployment of solar capacity with quality standards upheld.
