India’s Solar Cell Manufacturing Capacity Grows to 26,477 MW Under Government List

New Delhi – The Ministry of New and Renewable Energy (MNRE) has expanded the Approved List of Models and Manufacturers (ALMM) List-II for solar cell production, raising the total certified annual manufacturing capacity to about 26,477 megawatts (MW), the latest industry update shows. This growth came after MNRE added 437 MW of new solar cell capacity to the list, including the entry of Fujiyama Power Systems from Uttar Pradesh.

Under the revised ALMM List-II, solar cell manufacturers whose products meet government quality standards are eligible for use in solar installations that qualify for public support and policies. The added capacity from Fujiyama Power Systems comprises bifacial Mono C-Si PERC cells with an average efficiency of around 23.41 %, and their certification is valid until February 2030.

The expansion reflects ongoing efforts by the MNRE to boost domestic solar cell production, reduce reliance on imports, and support India’s large pipeline of solar projects. In enforcing the ALMM mandate, the ministry has also instructed agencies to cancel and re-issue tenders that previously aimed to bypass the ALMM requirements.

From June 1, 2026, all solar modules used in government projects must be assembled with solar cells sourced from ALMM List-II certified manufacturers, a rule now backed by the updated capacity figures. The MNRE has also proposed creating a future ALMM List-III for wafers to further strengthen the domestic solar manufacturing ecosystem.
