New Regulations in Tamil Nadu Green Energy Open Access Regulations Poised to Grow Use of Renewable Power in Industry

The Tamil Nadu Electricity Regulatory Commission (TNERC) has come up with a new draft for Green Energy Open Access Regulations in order to increase industries’ usage of green electricity and bring a fast transition to a cleaner energy state for Tamil Nadu. The draft is in accordance with the Central Electricity (Promoting Renewable Energy through Green Energy Open Access) Regulations, 2022, and will help industries in purchasing electricity from sun, wind, and other sources of renewable energy not only in Tamil Nadu but in other states as well.

As per the new guidelines, an Industrial consumer with a minimum connected load of 50 kW will be able to purchase green power from third-party producers, with a transmission cost, along with other charges such as cross-subsidy, if deployed in the same time and month, and a banking charge of 8 percent of tariff if renewable energy is used in both cases. Surplus electricity can be returned to TNPDCL at 75 percent of the fixed green tariff, with existing wind sites enjoying a larger banking period.

The rules are yet to be published in the Tamil Nadu Gazette but will become operational soon and are expected to bring in a larger renewable energy market and help in fulfilling State level renewable purchase obligations. Industry players have welcomed the increased clarity in both open access procedures and eligibility but have raised a set of concerns with respect to a few cost provisions and Block wise Adjustment terms.
