Puducherry Green Energy Push: SECI Awards 17.77 MW Rooftop Solar Capacity at ₹4.11/kWh

In a significant move toward decentralizing green energy in the Union Territory of Puducherry, the Solar Energy Corporation of India (SECI) has awarded 17.77 MW of grid-connected rooftop solar capacity to Potaliya Petrochemicals and Kishan Infrastructure Industries. The auction, conducted under Tranche-V of SECI’s rooftop solar program, discovered a competitive tariff of ₹4.11 per kWh. This project is specifically targeted at government buildings, turning public infrastructure into active hubs for renewable power generation while reducing the state’s dependence on carbon-intensive grid electricity. Potaliya Petrochemicals emerged as the primary winner, securing a massive 15 MW of the total tendered capacity. Kishan Infrastructure Industries won the remaining 2.768 MW. The scope of the project is comprehensive, covering everything from the initial design and engineering to the long-term operations and maintenance (O&M) of the systems. By mandating a performance guarantee through a minimum Capacity Utilization Factor (CUF) of 15%, SECI is ensuring that these installations aren’t just “set and forget” assets but high-performing power plants for the duration of their 25-year Power Purchase Agreements (PPAs).
This auction result highlights the growing participation of diversified industrial players in the renewable energy EPC (Engineering, Procurement, and Construction) space. For companies like Potaliya and Kishan, these wins represent more than just a contract; they are a entry into the large-scale public sector utility market. As the government accelerates the PM Surya Ghar initiative across the country, these institutional projects serve as the “backbone” of India’s rooftop revolution, providing a blueprint for how large-scale government building clusters can be effectively solarized under the RESCO (Renewable Energy Service Company) model.
