Rajasthan Unveils Draft Framework for Green-Energy Open Access; GEOA Regulations 2025 Proposed

Jaipur : Rajasthan Electricity Regulatory Commission has released its draft Green Energy Open Access Regulations, 2025, a significant policy push to ease the procurement and transmission of renewable electricity across the state, both for captive use and sale to third parties.

Under the proposed rules, consumers with a sanctioned load or contracted demand of 100 kW or more — or captive consumers irrespective of load – would be allowed to get renewable power under open access. Open access can be given on a long-term (12–25 years), medium-term (3 months to 3 years, or short-term (up to 1 month) basis, depending on system capacity availability. Additionally, the draft allows captive renewable-energy projects to install capacity up to 200% of their contracted demand. However, any such capacity in excess of 100% of demand needs to be backed by a BESS. Another key proposal for renewable plants of more than 5 MW is the storage mandate-once again, storage capacity will need to be at least 5% of installed capacity to ensure grid stability and manage intermittency.

The draft GEOA aims to substantially ease access to green power for industries and commercial establishments and other bulk consumers by allowing greater flexibility in project size and open access duration. Observers said the regulations, once adopted, may expedite the state’s transition to renewable energy by encouraging large-scale captive green generation and helping the state achieve its aspiration toward a cleaner and greener energy mix.
