Telangana Electricity Regulator proposes amendment on Allocation of REC under Open Access Regulations

The Telangana Electricity Regulatory Commission (TGERC) has released a draft for the first amendment to the Telangana Open Access in the Regulation of Generation from Renewable Sources of Energy Regulations, 2024, to clarify issues concerning the Allocation of Renewable Energy Certificates in respect of banked/Surplus Renewable Energy generated from the renewable energy sources that is earmarked to be fed into the grid, especially with regard to Green Energy Open Access cases.
The existing Open Access Regulation No. 1 of 2024 stated that GEOA consumers are eligible for receiving RECs for the unused banked renewable energy. Later, with a clarification obtained from National Load Despatch Centre (NLDC), along with the Central Electricity Regulatory Commission’s (CERC) 2024 REC Mechanism Procedure, the proposed amendment is that, contrary to the existing rule, renewable energy producers, NOT consumers, are entitled to receive the RECs for the excess electricity that is fed into the national grid. This is to make sure that renewable energy producers are attributed for contributing to the overall generation in the power sector.
It is issued on the authority of the powers conferred on different sections of the Electricity Act, 2003, that the draft regulation amends certain provisions regarding the treatment of energy when it is injected prior to the actual implementation of the wheeling arrangement under the GEOA structure. Specifically, the injection of energy into the licensee’s grid prior to submitting a wheeling arrangement would amount to inadvertent injection, which is not eligible for energy charge payments. Additionally, Clause 33.5 of the Regulation is amended to specifically provide that renewable energy generation stations would be eligible for RECs of the banked unutilized energy, in line with state implementation of the National RECs, which is intended to take into consideration certain techno-practical issues flagged by Telangana State Load Despatch Centre. The draft amendment has been released for discussion, with a date of15 November 2025, from Hyderabad, signed by the Secretary to the Commission.
