Rajasthan finalizes green energy open access rules to make renewable power easier to use

The Rajasthan Electricity Regulatory Commission (RERC) has approved the final set of Green Energy Open Access (GEOA) rules after taking feedback from industry and other stakeholders, aiming to simplify how businesses and consumers can access renewable energy in the state. These detailed procedures, finalized in December 2025, follow the earlier GEOA Regulations issued by the commission and reflect changes made after public consultations.
RERC had requested the State Transmission Utility, Rajasthan Rajya Vidyut Prasaran Nigam Ltd (RVPNL), to formulate an overall procedure for green energy open access, and it had been circulated in August before finalization. The revised guidelines are now enhanced with better procedures and terms for applying for green energy open access, terms of modification for connectivity and application purposes, and terms conducive for involvement of various forms of renewable energy projects such as hybrid systems.
The vital amendments brought about in the final process aim at removing bottlenecks regarding access to the network and registration, such as improved data transfer between the state and national open access websites. Other issues addressed in the new guidelines include co-location for smaller consumers to enable a single application process. In addition, the manner in which a hybrid renewable energy project will be processed regarding eligibility as a renewable energy source has been addressed. Nonetheless, the regulations also outline procedures regarding security deposits, including the exclusion of certain charges payable by captive plants in certain circumstances. There is also a clear procedure laid down concerning cancellation or revival of open access permissions in cases of default. This is aimed at offering a clear, efficient, and predictable process through which entities may obtain access to renewable energy sources through open access in the Rajasthan state. The completion of the GEOA procedure demonstrates the commitment of RERC towards making it easier for the involvement of solar, wind, and other forms of green power resources, in line with overall plans for the policy on renewable energy in the Indian policy framework.
