Rajasthan Loosens Conditions for Green Energy Connectivity

The Rajasthan Electricity Regulatory Commission (RERC) has formulated a set of procedures which would make it simpler for companies and even consumers to obtain the right to utilize green energy via open access. This is an initiative by the government to promote the use of green electricity.

 

With an order dated December 12, 2025, RERC has accorded its approval to the process put forth by the State Transmission Utility, Rajasthan Rajya Vidyut Prasaran Nigam Ltd (RVPNL), under the Green Energy Open Access Regulations of 2025. This process is set to regulate the application for and acquisition of open access for renewable sources like solar or wind from the grid. This is in accordance with the larger plans initiated by the Indian government for promoting renewable sources for the effective implementation of the Electricity Act, 2003.

 

The established process involves a public consultation which started with the publication of the draft by RVPNL in August 2025. This involved obtaining comments from all the stakeholders, including the developers. After the review by the stakeholders, the comments were consolidated in November, allowing the regulator to work on the draft and make the process fair for the developers.

 

Important aspects of the approved framework relate to the protection and governance of green consumers of renewable energy. For instance, consumers who have been given access to power will not be affected by mass power cuts, which are normally experienced by regular consumers. However, such consumers will be affected by curtailment regulations as stated in the regulations. Banking of surplus power is also subject to the governing guidelines and cannot be rejected by the distribution company.

 

In order to avail of the new scheme, open access consumers have been asked to submit their documents through the prescribed nodal agency, RVPNL, and there is also a proper procedure and payment structure involved, according to the statement from the hopeful consumers. The regulatory commission had also prescribed conditions pertaining to pending dues and financial position.

 

It is expected that the approval given by RERC regarding this elaborate process would help in making green power available to more commercial, industrial, as well as other large consumers in Rajasthan.
