Setting the Solar Blueprint: EESL Invites Bids for Feasibility and Detailed Project Reports

Energy Efficiency Services Limited (EESL), a prominent public sector undertaking under the Ministry of Power, has issued an Expression of Interest (EOI) to empanel specialized agencies for a critical nationwide task. The goal is to conduct technical feasibility studies and prepare Detailed Project Reports (DPRs) for a diverse range of solar installations, including ground-mounted, rooftop, and floating solar systems across India.
This tender signals a shift toward more meticulous project planning. EESL is looking for agencies to handle the high-stakes “pre-construction” phase—performing site assessments, shadow analyses, soil testing, and grid connectivity evaluations. Beyond technical specs, the chosen agencies will be responsible for the financial modeling of these projects, calculating the Internal Rate of Return (IRR), payback periods, and estimated project costs. This ensuring that before a single panel is ordered, the project is both physically viable and financially sound.
The empanelment will cover various business models, including CAPEX, RESCO, and OPEX, allowing EESL to remain flexible as it supports different government and commercial stakeholders. With the bid submission deadline set for June 4, 2026, this move is expected to attract top-tier engineering consultancies. By standardizing the quality of DPRs, EESL aims to reduce the “execution friction” that often delays large-scale solar rollouts, ensuring that the next wave of Indian solar projects is built on a foundation of solid data and realistic projections.
